Who says "arrest more people, especially pot dealers, so we can fill our prisons and so (whose name is here) can make more money."

The Corrections Corporation of America(CCA) and the GEO group who operate a large percentage of American prisons. They spend millions of dollars each year lobbying for stricter laws in order to maximise profit. From a recent suit filed by the CCA:

"The demand for our facilities and services could be adversely affected by the relaxation of enforcement efforts, leniency in conviction or parole standards and sentencing practices or through the decriminalization of certain activities that are currently proscribed by our criminal laws. For instance, any changes with respect to drugs and controlled substances or illegal immigration could affect the number of persons arrested, convicted, and sentenced, thereby potentially reducing demand for correctional facilities to house them."

The more prisoners they house, the more money they get - simple as that.

As well as that, there's the slave trade I mentioned earlier. American prisoners make a huge amount of equipment for the military; 100% of helmets, ammunition belts, bulletproof vests, ID tags as well some other items are constructed in prisons. They also make 93% of domestic paints, 36% of home appliances and 21% of office furniture. Penal labour is big business.

It's perfectly fine if your local police force is busting meth dealers but 1% of American adults are behind bars... twenty-five percent of the world's prisoners. That's insane. It's not a conspiracy theory, all the facts are there.

I had no idea about that. lol America.

if the system is so rotten, then it's irrelevant if it's private or public.

I didn't even know there was such a thing as private prisons. How does that work?
