It is weird the way it's worded.

"Axl Rose and former members Slash and Duff McKagan will regroup to headline the show."

Weird.

Well, if we take the very first lineup as the founders one, Slash and Duff would be, indeed, formers.

But wouldn't they be members again now? Not to be referred to as former anymore? Wouldn't it be "previously former members" or something? I don't know it works.

I'm honestly thinking they don't have a final lineup at this point. With Frank & Richard being insurance policies

I think you're right.. Maybe they are still crossing the t's and dotting the i's with Adler & Izzy.. Frank and Richard are ready to step in if it falls through..

Would make perfect sense as to why Adler has been quiet. Just baiting him along to keep it under wraps with no intention of bringing him on
