That's not a stadium the whole "thing" is a exhibition fairground with several different halls and a big outdoor space - that"s were the stage is, so they can't cover it, they only told the fans to go inside these halls to stay safe ! I was at a NIN theater show where electrical issues interrupted half way through for about 30 minutes.
