Catcher is also pretty psychedelic. It has a Manson family vibe.

Hmmm...I don't see that

I'm not sure about the Manson family but there's a dark psychedelia to Catcher in the Rye/Lennon mix.

The song itself does sound a bit like a Beatles tune like Hey Jude, or GNR covering Oasis. There's definitely some psychedelia there.

CD seems like a development from UYI, maybe Axl is moving in a more spiritual direction.

Bono once said he wanted to make records which were like "legal drugs".

Yeah, no shit. I don't think it's (DRUGS) Axl's main priority in life and probably never has been. I still remember the interview he gave after RIR3 at his hotels poolside. In that interview he basically said that Slash just wanted to write and perform songs centered around and about drugs and that he never wanted to do songs like Nov. Rain and Sweet Child. Axl probably does have a bit of nose candy still from time to time but I don't think he's the kind of dude to let it completely take him over and destroy himself with it. Whatever. It really doesn't matter. He's already written enough lyrics about drugs and I think he's not that concerned about it anymore.

CD seems less influenced by those sleazy bands like Aerosmith/Hanoi Rock and mor einfluenced by 90s bands

like NIN, Rage Against The Machine, Marilyn Manson, Rob Zombie which don't sing entirely/overtly about drugs. Apart from AIC.

Politics, B-movie horror and technology seem to be the new drugs.

Axl even pulled off the line "Cocaine in the Hall" without it sounding lame.

If CD had the same lyrical content as UYI would it have seemed out of whack in 2000s?

Only some things change. I'm waiting for a song title like Moet Morning.
