I would say it is Axl for sure, and Axl live sounds different than Axl idk in studio or rehearsal space?? I mean what if he can still pull off singing like that in a particular setting? With most "fakes" these various singers can attempt to replicate the "rasp" all they want ( in this case, it's done remarkably well, hence my opinion it is indeed real) but it's his lower tone no singer can ever really grasp. But here?? It really does sound like him, surprisingly. So again... I say it's Axl. I hope so, anyways. From what era exactly, I have no idea. Can we get confirmation on this, please??
