He was on Slash's solo album and he played a show with Duff in 2015 (Mad Season & Friends). That doesn't mean he was a big GNR fan but there was still connections after the UYI tour I guess. You don't need approval to cover and release a song, you and me could cover jungle tonight and release it without any issues. It's only with sync rights that you need band/label approval.
