In the case of Hey Joe, it means hitting the third fret of the the B string while letting the high E ring out. Here's the intro to Hey Joe with the double stops bolded out. Learn it however it feels comfortable for you Frank.Double stops are the key to sounding like Hendrix and Slash, both used them very liberally.
