QOTSA still have a lot left in them (or at least Homme does, he's the only one that counts). Foo Fighters are past their peak (Colour and Shape was their peak, and that was a long time ago).Muse are brilliant, but I wouldn't call them hard rock.I honestly can't think of any bands right now that play good hard rock, at all. Neither are The Killers (I know you didnt' bring them up), who are totally unremarkable btw.The first time I brought him up you shat all over me. But I think Big Wreck and Thornley are worth a look (BW have since disbanded).
