It makes no sense for Frank to be involved if you have two willing and available GnR drummers from their heyday and peak of their popularity. Nothing against Frank as a guy but shit he should NOT be the drummer for GnR. He's my favorite drummer they've ever had, so that's why I'd want him to be the drummer. Vater also has black sticks, very similar to the ones on the picture. Then he has used some Ahead grip tape on them. They're actually made of steel, so they never break or splinter and have a nice weight to them. They have a plastic replaceable sleeve that slides over the top. That's why you see the plastic seam running down the center. Additionally, the tips are also white plastic and are also replaceable. They thread on. They're damn expensive too.
