Just download the whole thing and trim the one second you want with Audacity

if the file is not compressed or encoded you could do it. with certain download managers and P2P filesharing software you can preview your download(that is up until the point where you've downloaded already), get to the part you want and just record that. but its very messy and not worthwhile when songs are usually small files. if it was a very very long movie you could do this and it'd save you downloading the whole file
