This is just my opinion, but I have felt those who favor Biggie tend to prefer flash and flair over substance. Biggie "may" (it is disputeable imo) had the better flow. But Pac had waaay more to say.

You think it's debatable? On what basis if I may ask? What I will say is that Tupac was a lot better an MC than he is given credit for and, when the occasion called for it, he stepped the fuck up 'so mandatory my elevation, my lyrics like orientation, so you can be more familiar with the N**** you facin''

Well Biggie fans claim him as the greatest MC of all time. I think Pac was better, but suppose it is debateable.

Biggie was all about the skill and tried hard in that department. Pac didn't care so much and was more worried about getting the point across. I like Pac's flow better, he was coming from the gut and could get it when he felt like it, Got My Mind Made Up and Heartz of Men are good examples. Biggie had a great flow too no denying that.

I agree about the substance thing. With Biggie your choices are pretty much big poppa songs or bad ass from Brooklyn songs. But he does them both damn good.

Flow-wise, in the literal sense of what flow is, you really can't put Pac above BIG. In the literal sense of like not only rhyming words but the flow of the bars having their own rhythm, the best way i can explain is some rappers rap over the track and some rappers rap WITH the track and the latter is extremely hard and Pac, partly through lack of regard for that shit (he was very much of the 'go in there, throw them N***** on the track' school of rap ) wasn't really up to Biggies standard. See Slick Rick rhymes WITH the track, Biggie rhymes WITH the track, Kane rhymed WITH the track. Tupac could do it when he wanted to, rhyme with the track...but it weren't second nature to him. When he had a point to prove he'd make a point of it and do it.

Biggie was an MC, Pac was a rapper. And Biggie wasn't exactly lacking in substance either, remember he's got two albums to Pacs 40  There was a weight of substance in Biggies shit on Life After Death on certain tracks, as early as his second album he was laying that shit down...he was a pretty young kid too, what, 23/24 when he died?

Big had the great flow for sure. I have some questions about his character sometimes but never knock his skills, he was great. I just love Pac's delivery. Raw and natural and emotional and it hits you. His flow was so conversation like and real, even when his rhyming or timing was off it still flowed good. Some of his songs you can imagine spit flying out his mouth when he was rapping. He didn't care about a beat or who else was rapping, pass the mic and let's get it on. They're actually hard to compare, totally different styles.

The bad thing is how young they were. Most rappers, on average, start to fall off after their first couple of albums. By the time they get to their third or fourth album they are down to just their hardcore fans. Not these cats, Big was only getting better. I have no doubt that his next album would have been great too. Makaveli is Pac's 5th album, and his best imo. And judging by all the unreleased songs (the og's) his next one would have been great too. Damn shame.

I don't mean to start another fuckin' argument here and also Tupac is my favorite rapper of all time, always will be but anybody who thinks his flow is up to par with Biggies needs their head lookin' at.
