Probably because he's Henley? I mean, he was the drummer and singer and songwriter for the Eagles. That's gotta be worth something, right?

I can understand it though. Not that Henley is Hendrix or SRV, but if either of those two had joined GNR for even one show, it wouldn't surprise me in the least if people voted them above Gilby or Fortus.
