If you listen to the full interview, Schenker goes into a little bit more detail (he also says the same in another interview here). He says that Axl initially didn't like his performance on any of the three songs he recorded and wanted to do more takes to make them sound as he wanted them to, but because GN'R were on tour he had time to focus only on one. So he focused on Love to Love (Schenker said that they had to wait for a while until Axl was happy and gave the green light to release it). But the hypothetical scenario of recording vocals for a new GN'R album would take place during a tour break, so Axl would have the time to do as many takes as he wanted.
