It's not just the lyrics, not just the layering, not just the general production, but also Bowie's voice. Wow, just... wow. Ziggy Stardust is a great rock n' roll / glam rock album but Heroes is absolutely amazing. The entire album is superb but this song in particular makes it surpass the other two Berlin Trilogy entries ("Low" and "Lodger").Okay, I feel better now. The Wallflowers cover has a more natural flow than the Bowie's IMO (I think it has a lot to do with the vocals), even though some people would probably say it's just more mainstream, dumbed down, what have you.
