I hear it in the melody and the chorus, absolutely...but it's still very different, overall, from SCOM. There's also the question as to whether the band even would have been listening to this in the mid-80s...they've never mentioned liking this band. I'm confused about why people would be pinning this on Axl alone, as well - the entire band was involved with developing the song, si?
It could always be cryptomnesia. You can often hear influences in different bands' work; it isn't too much of a stretch that someone could unconsciously incorporate a melody or chord progression they heard somewhere else. And as others have mentioned, there are only so many chord progressions out there, and a lot of songs have similarities.

Personally, I hate beards and facial hair, so the times when he's been clean shaven automatically get a +1 from me. Except 2001 - 2002. I think he looked best, and healthiest, in 1990 - 1992.

Gilby: [...] Nobody really seemed to know what Izzy played. I would perform something, and Slash would say, "I thought you knew this tune," and I'd argue that I did. And then he'd say "No, you don't You are playing my part!" And then we'd realize that you couldn't really hear Izzy's part on some of the songs. Slash talking about The Spaghetti Incident?: I love recording like this. During Appetite..., Lies and Use Your... I had to put up with Izzy the whole time. I never liked playing with him. It was wonderful to escape him on this record. It sounds tighter and so much cooler than anything we've done before. I always got irritated over Izzy's way of playing. It didn't sound right. Before "Spaghetti", we erased his guitar and Gilby put on a new one. It sounded perfect! [Okej, November? 1993]

Izzy said in his interview in the beginning of UYI tour that they have so many new songs he can't even remember all of them. And he sounded like he doesn't give a shit about it. Maybe there is a reason.

One in a Million is a very beautiful and sincere song. It's a pity that humanity found it offensive. Facebook even hides it (CBGB video) from my own timeline.
