That picture was taken at the after party were Fernando and his wife introduced them to Axl. One of them said he was very kind and sweet and was sharing stories about his cats and GnR old times.
So I think it might be safe to say he is smiling in that photo not only because he is surrounded by beautiful women but also because he is in a relaxed situation with family (the Lebeis) and their friends. Axl rarely if ever smiles for photoshoots, pics with fans, etc., he never did in the old days either. He uses what I call his "professional face"
