This actually sounds like the band itself doesn't know if they are cancelled or not and they're waiting for Axl to clarify this.

A simple detail that may change everything. ALL the Axl's tweet were made via Twitter for iPhone, except the very last one, which was tweeted via mobile web.

In 2006 they had one in Spain that GNR played at called Rock in Rio Madrid but it wasn't in Rio so it didn't really count.

They hold one in Rio every 10 years, starting with 1981 I'm guessing.
