As for promotion, just because CC owns all the stations, GNR can still get promo, they just have to pay for it, where before CC probably just 'ordered' the stations to promote the GNR tour. It became an independent company a few years after that but the people who run it are all mostly former Clear Channel employees who still maintain their contacts with the mother company. If memory serves the company was formed because of fears that Clear Channel was turning into this huge corporate beast that dominates the market, like Microsoft does with computers.
