1) Perhaps wasn't pulled or up in the air.

2) There is no evidence that The General had a failed movie negotiation.

3) There is no evidence for an imminent release of Atlas Shrugged - unlike the info we had for Perhaps and The General leading up to the recent news. Likewise, if Atlas were to be released in November, it would make no sense not to include it on any LP alongside Perhaps/The General, unless they had more plans for new music this year. If that were the case, then it wouldn't make sense to schedule its release so soon after October's release.

Bizarre for has it leaked to post this, not an account to dabble in GnR rumours.  I'm guessing they wouldn't unless they had some sort of source to confirm.

Something about this release, if it doesn't happen, it's something like a kick in the teeth, we had it in our hands, sorta - then BAM..gone. We know there will be no comments or explanation after the fact. People will be left scratching their heads. At the very least a few less people will follow GnR as closely. 

He's had an absolute mad flurry of releases, lately.

One way of discerning the cream of the crop is checking his bandcamp site: https://bucketheadpikes.bandcamp.com/ and scrolling through his pikes. Typically, any standout pikes have lots of supporters and they're leaving a string of compliments and praise in the comments section below the album. If you get familiar with it, it's clear. I typically give any new release a quick listen and I know pretty soon in if I'm going to purchase.  

Failing that, just follow someone like Natter Net on YouTube!

I don’t know why you’re so obsessed with trying to stay on their good side. It’s a little strange. 

It's now showing in the UK, not sure how it could be pulled only to show up in another part of the world.
