I never read it as being anything more than a general message to a law abiding person to occasionally partake in some risky activity. For example, the time has finally come to dirty up your Halo. Get out of that nice little bubble you're living in, don't deny it, and have some fun. Guess you could be right, and I agree that on a level I do sort of like your interpretation better.
