I could be wrong but what I think is they are misleading people into thinking that the band is recording a new record. The Conspirators could be in on this pretending like they are already recording for the next SMKC. Heck maybe even that ashba could be in on this as well, making it look like he is coming back. He just said on an interview before that he doesn't see himself ever coming back to the band. Whatever the hell is going on in the band, we don't know. But they have to be doing something new at least. But I could be so wrong. But whatever.

Any one notice apart from a booking agent, team brazil and individual tour promoters (worldwide) there is no mention of a record label associated with Guns N Rose or the tour?

Could it be that Guns N Roses (Axl as the owner of the brand) or in conjunction with the big 3 now have control over their catalogue and masters?

Could it be the owner and the other 2 members (Slash and Duff) be using the success of the tour to use as leverage the creative control and distribution of their own music (Art) as many other bands are doing in today’s music industry.

He never left. He is Duff's tech. Hell he was even there for nuGnR, was also Bumblefoot's tech.
