I always thought it was dedicated to Axl, after all Izzy was in the music scene of LA way before him. Don't know why a lot of Izzy's songs fit him so well. All the negative songs seem to be about Axl actually. People has been assuming certain Snakepit/VR/Slash songs are about him too.
