It appears like the 2nd is faded, but it's just actually a different color they were issued in. As for rarity or value, hard to day. Depends on condition (of course), but also on size. I would say you'd get more money for larger sizes. For rarity, not super rare, but not common either. Really hard to pinpoint, sorry.

I'd say $100 is a good estimate. I've got three, a small, a large and an XL. Two blue, and one gray. As T had pointed out, not too rare but also not too common.

I've seen them sell for as little as $20 and as high as $250 though over the years. I guess it just depends on timing.
