If so, I hope some other record company picks them up and maybe this will be Axl's incentive to write and record more music.

No, now GNR will release on an independent label at their leisure. If they ever release anything again.

Does Interscope retain rights to whatever was written while GNR was signed? If so, we might never see the unreleased Chinese Democracy material.

Sometime between October 2010 and January 2011 they got pulled from the website - last snapshot where Guns N' Roses shows up is October 31, 2010:

So it looks like they're still on the label, but Interscope has no reason to hype them as such.
