a forum can block an i.p. yes. if you are connecting to the site from a college or somewhere that is on a network there will be a 'gateway' which means all the computers on the network have their own i.p. address but only 1 is shown to the world wide web.

a subnet mask works by masking your i.p. alowwing you to have your own mini world wide web. so on the network you can have loads of components (255.255.255.255.255 i think thats the maximum) where as a computer on your network may have 1 i.p. address it connects to the internet via your main i.p. adress
