The label usually sends out its initial offer, the band overlooks it (and in this case, Axl) with their legal representation to fully explain what is being offered and the commitments stipulated for the label and artists, and there's around of negotiations from that. Management can some times be the go between for artists and legal representatives, so Beta might have a role in that sense. But as for the actual negotiation, it's my understanding that it's done between the artists and the label execs with lawyers playing a prominent role in hammering out the details.
