Although the result is the same (or almost the same, because Steven finally did those two songs with them at some shows) it seems that Izzy's and Steven's cases have been different in regards to how each one was treated/dealt with.

Izzy's e-mail to WSJ added almost nothing to the little we already knew and to the much more we've speculated, but it confirmed one thing: that there were negotiations. They negotiated with Izzy, he wanted/asked for something, he was offered something else, they were unable to reach a middle ground, so it didn't work out and Izzy didn't turn up for even one show. 

With Steven, it doesn't seem that there were negotiations. From what he said in various interviews: 1) He had been practicing on his own for a year before the reunion was announced, 2) In September 2015, amid reunion rumours, he complained that no one had told him anything and that Slash/Duff didn't want to do anything with him, 3) He rehearsed twice with the band, at the second rehearsal he hurt his back, and he didn't do any more rehearsals before The Troubadour show, 4) He was meant to play more than half of the set, 5) Before The Troubadour he received a phone call from Duff telling him that he was out, 6) Later he was asked to play at some gigs, but only two songs, and in Argentina they let him play only one song. But points 2), 3) and 4) don't add up together. He said he was made to believe he would be much more involved than he ended up being, but maybe it was just what, in his enthusiasm, wanted to believe? It doesn't look like they intended to involve him as much as he says. Probably he was going to play a few more songs, but the arrangement was only for the spring 2016 shows, not for the tour. If @Gibbo's sources are reliable, after Steven was left out of the shows, his brother called Slash asking him to include Steven and that's how he turned up for Cincinatti and the other shows.

I believe Steven was going to play the AFD stuff, but his back injury was the perfect excuse for Axl/Slash/Duff to tell him that he is “unreliable” and all that crap.

Then they just offered that ridiculous spot just to make him happy
