We'll be upgrading the forum software hopefully this week that should fix this permanently, but in the meantime I'm going to try a few things that should address the situation. In the mean time, I encourage people to use a browser other than IE (which, in all honesty, everyone should be doing anyway. The other option for IE users who still can't quote - click the little switch button in the top left corner of the post box.It will turn the text editor into a more basic version which you should still be able to quote with.
