It's a song from their sixth studio album "Chinese Democracy" which was released in 2008. The song was written by lead singer Axl Rose. The song has a political theme, it describes a general who is a dictator, and his misguided attempts to control the population. The lyrics are critical of the political situation in the Middle East and the Western world's involvement in it. The song was not released as a single, but it was included in the album and it has been played live by the band during the Chinese Democracy Tour. 2 hours before the answer was much shorter....just saying it was a song on the album and that the song contained critics on politics and society like may songs of the famous band. Yeah the Spotify thing is irrelevant.
